Plagiarism scandal at the University of St. Gallen

The Neue Züricher Zeitung (NZZ) started the ball rolling on October 9, 2022 (p. 23) with an article in the printed newspaper about plagiarism accusations concerning a business school professor at the prestigious University of St. Gallen (HSG). A Titularprofessor (that is, a person who has sucessfully submitted their habilitation—the second doctorate—, but without tenure and often without a salary) was accused of plagiarism in his dissertation that had been submitted to the TU Darmstadt in Germany. The NZZ had requested that Stefan Weber investigate the thesis, he later published some of his findings on his blog, Plagiatsgutachten. The TU Darmstadt has been deliberating since February 2022 about the case. 

The professor, currently in charge of an institute at the HSG, had faced similar charges about his habilitation submitted to the HSG. Students had found the text similarity and informed the university back in August 2021, but an investigative committee did not find academic misconduct. 

Early in December 2022 more issues turned up. The professor lists over 400 publications to his name, but as the St. Galler Tagblatt/Appenzeller Zeitung reported on December 5, 2022 (p. 21), quite a number of the publications that have the professor as first author are acutally theses by HSG students. The AZ contacted a number of these students for comments. One noted that he found it strange that the professor was so insistant on publishing his master's thesis, and was irritated that the professor's name was on it, although it was completely the student's own thesis. 

The AZ manged to obtain a dozen theses that they could compare with the professor's publications. Indeed, they were practically the same. 

According to the ethical codex of the HSG, this is not permissible. Students are not to be ghostwriters for professors. Interviewed professors from the HSG who did not want to be named, noted that this might be typical, as the number of publications is used as an indicator of researcher quality, but that it was a very questionable practice. The professor was unavailable for comment.

On December 7 the St. Galler Tagblatt interviewed some students on p. 18 and quoted the rector as saying the similarity between the dissertation and the habilitation of the professor was not as extensive as the lawyer who was representing the students had stated in August 2021. He also stated that the external examiners had found no plagiarism at all. 

And of course, by now all the rest of the media in Switzerland was banging on about the story.

On December 9, the St. Galler Tagblatt included not only a front-page article, but also a large report on p. 22 and two letters-to-the-editor on p. 33. They had interviewed Stefan Weber, and the rector of the HSG had published an article on its home page in the form of an interview. The rector noted that they had looked at the habiliation and even used Turnitin, but of course since it was a cumulative habiliation there was much similarity found to the original papers. 

On December 10 the rector was interviewed by the St. Galler Tagblatt and admitted that he had himself not even looked at the habilitation, and tried to excuse not having contacted the students who got the ball rolling because he didn't know who the students were. But he now wanted to speak to Weber. A lawyer for the students later noted that their names of the students where of course known, something the rector later had to concede was correct, as letters existed showing that the names were, indeed known. The lawyer noted that the case would have to be investigated even if the names were not known.

Things get really wild on December 12: Another professor at the HSG who had advised the first professor during his habilitation and had himself done his first and second doctorate in Darmstadt, wrote a threatening letter to students of the HSG. The letter, appearing to speak for the university, threatened the students. They must stop talking to the press or they will face civil and criminal lawsuits. Of course, this letter made it to the newspaper and it now appears to be an all-reporters-on-deck case. The St. Galler Tagblatt dug up an IT consultancy company that lists both professors as members of the board. Both have published papers together, including ones that were part of the habilitation at the HSG, meaning that the one professor should not have been the advisor for the habilitation of the other, as he can be considered to be biased. The NZZ dug up another company that appears to have diverted funds from the HSG into the company's account.   

The university held a public meeting on December 12 with students, staff, and administrators. The students are angry, because when their work is found to have plagiarism in it, they are harshly punished. The rector makes it clear that the university will not try to keep people from speaking to the press. He promised to make progress on clearing up all the issues as fast as possible, but warns that it won't be before Christmas. 

I can barely keep up with all the news. The NZZ published a summary of the situation today, December 14, including references to all sorts of scandals the HSG has had in the past years: copy&paste in reports about theses, fudged expenses, professors having to step down from company boards because of scandals there, market manipulations, and an instructor convicted for economic crimes. We'll see how this spins out!

And on to the second day of the conference!

The day began with a keynote speech by Ana Marušić, "Challenges in publishing ethics and integrity" Ana is a professor at the University of Split School of Medicine, Croatia,
Co-editor-in-chief, Journal of Global Health, a COPE council member, and President of The Embassy of Good Science Foundation. Coming from the standpoint of a journal editor she discussed research and publishing ethics, noting that there is a spectrum, from honest error over poor reporting to outright fraud (detrimental research practices). She first ran us through the history of journals, from the first journal, Journal des sçavans in 1665. She noted that the concept of peer review didn't appear until the middle of the 18th century, and Nature didn't even start until the 1950s! She had a good SWOT analysis of the challenges that editors face:


The main challenges of today are: dealing with image manipulations, correcting articles with honest errors, sorting out pre-prints, and trying to avoid paper mills and predatory publishers. 

Her summary is: Quality assurance in editing is the key to responsible publishing!

I then attended the workshop on "Coming Clean – Addressing the Issues Where a Student Self Declares Contract Cheating" with Thomas Lancaster, Michael Draper, Sandie Dann, Robin Crockett, and Irene Glendinning. I liked that they explicitly asked for consent to record the session, as they want to have input from the audience. Contract cheating represents choosing the wrong path - what if a student wants to come clean? The information that we provide to students should highlight and detail the whistleblowing processes and the support that is available to them, should they wish to admit to having cheated using contract cheating. Some cheating companies attemt to blackmail the students, say that they will tell the university if they don't pay more for the services used. There was a good discussion about the appropriate level of penalty that should be assessed in this situation. Teddi Fishman made it clear that there should be a path towards amnesty, with a focus on retributive or restorative justice. Others felt that there should be no credit given for contract cheating. Mike Reddy spoke about the 4 Cs: Conscious copying of content/concepts for credit. If they do not submit, it is not a crime. The lack of any one of the Cs is just poor academic practice, he thinks. 

Then we had a plenary session with a panel discussion (sponsored by Turnitin) moderated by Sonja Bjelobaba:

  • Andreas Ohlson (Turnitin, former head of Urkund and Ouriginal, from Sweden)
  • Tomáš Foltýnek (Researcher, ENAI president), from Brünn, in the Czech Republic 
  • Martine Peters (Prevention researcher, professor), from Québec, Canada
  • Katrīna Sproģe (European students union), from Latvia

KS noted that not all students have access to Turnitin. I realize that students want this, because they are afraid of plagiarizing by "mistake", but this won't help. They will rewrite to the number the software spits out (and really, really needs to lose!), but their writing won't be better. She also noted that students often translate texts they find online, and indeed, our 2020 test showed, that translation is in general not found by such systems.

TF (who let the 2020 test effort mentioned above) noted that even German to English cases are being found, so it is not just non-English languages that are being used. He criticized the interface that spits out a number that people take to be the decision. He also noted that with Turnitin buying up/out all the good competition, we are losing the competition. Each system finds different plagiarism, so it was better when we had more choice.

AO asked where the market will be in 5-10 years. He feels the consolidation is important, as it is easier to try new things if you are part of a larger company. The company has lots of discussions and research going on, in particular about how to use text-matching software in education? [The Times Higher Education reported on his comments in detail.]

MP suggested using the tool with the student in front of the student.

TF noted that so many universities have policies that are quite different, and many use the number reported by Turitin as a discriminator. There can be many reasons why there is a lot of text match (for example, the student submitted text earlier), there are tables, illustrations, etc. Not every plagiarism is detectable as a text match. He noted that paraphrasing tools are getting better and better, how do we deal with this?

AO admits that if you look at a single document, it is hard to do. But he notes that Turnitin are looking at the issue. One key is that we could compare with the same student's work over time. So if universities use our solution for everything a student does, they can see when the style changes. [But we WANT the students to change their writing style to become more academic in their writing! -- dww]

MP notes that we often don't even bother teaching referencing at universities, we focus just on the number.

KS wants the playing field to be more level. Students need an understanding of what the teachers expect and the teachers must understand what the students know. Who is the person you are teaching? Why are you teaching this material?

Thomas Lancaster from the audience asked "What answers are most different to the ones being given 10 years ago?"

MP: We as educators did not reflect as much on our role in plagiarism detection and prevention. We just blamed students. Now we look more at our role, it is a rude awakening.

KS: I wasn't a student 10 years ago :)  but we are involved in the discussion now.

TF: There has been a huge shift from the technological point of view to pedagogical approaches. From "What do we do when we discover plagiarism?"  to how to prevent plagiarism.

AO: Percentages :)

President of Peru being investigated for plagiarism

ABCnews reports that the president of Peru is being investigated for plagiarism in his Master's thesis, which he wrote together with his wife. Journalists apparently used a freedom of infomation act application to obtain the thesis, then shoved it through a system that sells its product as a plagiarism detection system. They report, as people are wont to do, on the number reported.

This bears repeating: Software cannot determine plagiarism! The most recent study that I participated in was published in 2020, we sum it up as:

There is a general belief that software must be able to easily do things that humans find difficult. Since finding sources for plagiarism in a text is not an easy task, there is a wide-spread expectation that it must be simple for software to determine if a text is plagiarized or not. Software cannot determine plagiarism, but it can work as a support tool for identifying some text similarity that may constitute plagiarism. [...] The sobering results show that although some systems can indeed help identify some plagiarized content, they clearly do not find all plagiarism and at times also identify non-plagiarized material as problematic.

Emphasis added. Quit thinking software will solve this problem!

Japanese Prince found plagiarizing in prize essay

The Japanese newspaper Ashai Shimbun published an article on February 17, 2022, about plagiarism in an essay that Prince Hisahito, the second in line to the Japanese throne, wrote for school. The essay had been submitted to a contest and was awarded the second prize. The  Telegraph in the UK details the plagiarized portions a few days later. It appeared to be picked up in many UK outlets such as Royal Central. Today, April 13, 2022, the German Süddeutsche picked up the story

Strangely, he was allowed to keep the prize despite the plagiarism.

It's conference time again! The European Conference for Academic Integrity and Plagiarism 2021 (#ECAIP2021 on Twitter, organized by the European Network for Academic Integrity) has started. I will try to make a few notes on the talks for those who are unable to attend. My plan was to do the blogging on my new iPad and use my Mac with a second screen for attending the conference, but Google won't let me into the blog if I don't give it telephone numbers and shoe sizes, so I'll have to be doing some juggling here.

Austrian Minister Resigns in Plagiarism Scandal

The Austrian Minister of Labor, Family and Youth, Christine Aschbacher, resigned January 9, 2021 in the wake of a plagiarism scandal.

There was already much talk about problems in her Master's Thesis (plagiatsgutachten.com, in German). It was then found that her freshly minted (2020) doctoral dissertation contained not only the kind of nonsense a machine translation is capable of producing, but also contained a good bit of plagiarism. The Austrian press had a field day on January 9, Krone, Kurier, and Der Standard each had big articles in print, which apparently led to her stepping down.

The online versions of the various media report about her resignation: Oe24, Kurier, ORF, Der Standard. The Guardian has also reported on it in English. The minister denies having plagiarized, stating that she did the work "nach bestem Wissen und Gewissen" (using my best knowledge and conscience), a statement previously made by the German Family Minister Franziska Giffey during the plagiarism scandal surrounding her doctoral thesis, that is still brewing in Berlin.

Aschbacher's dissertation was not submitted to an Austrian university, as one might expect, but to the Technical University Bratislava (Slovenská technická univerzita), in nearby Slovakia.

Why Slovakia? Well, first of all, they accept not only theses in Slovakian, but also in English and German. Then there was a small matter of an Austrian company "helping" people obtain doctoral dissertations in Slovakia (see the series of articles in the blog CausaSchavan from 2016, Hütchenspiele: 1 - 2 - 3 - 4 - 5 - 6 - 7, in German). And of course the important detail that a doctoral degree granted in Slovakia can't be rescinded. Ever. No matter what. That has apparently changed from January 1, 2021.

VroniPlag Wiki had a look at a few doctoral dissertations from Bratislava universities in 2016, 2018, and 2020 and found quite a bit of plagiarism lurking there, including another member of the 100 % Club, Jul

According to Der Standard, the doctoral thesis of Aschbacher was examined by the Slovakian state plagiarism detection system and it only found 1.5 % plagiarism. Turnitin, according to Stefan Weber, the author of Plagiatsgutachten, returned 21 %. But since software cannot detect translation plagiarism, one just cannot measure the "amount" of plagiarism in a document. It is only possible to find text that matches text stored in the databases the software is able to access.

German plagiarism cases in the news

There were four articles in German news this past week or so about a very diverse collection of plagiarism cases. Here are the links and short summaries in English:
  1. The taz published an article by Markus Roth about a biography that Stefan Aust, a well-known German writer, published in 2016, „Hitlers erster Feind. Der Kampf des Konrad Heiden“ (Hitler's first enemy - Konrad Heiden's struggle). Heiden, a writer in exile in France, had published a biography of Hitler in the mid-30s. It seems, however, that Aust liberally used text from Heiden himself, just changing the present tense to the simple past tense or adding an explanation of names that would be clear to someone reading in the 30s but not to present day readers. Some examples are given in the taz article.  Aust himself had apparently recently complained that people were looting Heiden's words, but stated that he was setting a monument to Heiden's works. Wer erzählt hier eigentlich?“ (who is speaking here) is apparently a question difficult to answer, unless one has read much of Heiden's work, as Roth has done (he is also working on a biography of Heiden).
  2. Stern reports on a Facebook posting by German folk music star Stefanie Hertel against hate on the historic occasion of Germany passing legislation permitting homosexual couples to marry. Her fans praised her words, but it turned out they weren't acutally hers, but from a TV game show moderator, Michael Thürnau. Ich fand seine Worte so toll, dass ich ihm einfach nur recht geben konnte, she defended herself according to Stern, "I found his words so awesome, that I just had to say that he's right." 
  3. The DFG, the German funding organization for research, announced that they were reprimanding a scientist "in writing". A life scientist (no name or research institut mentioned) was found to have had extensive word-for-word copies from other publications without reference in a grant application. The DFG investigated, and the scientist conceded that s/he had copied more for the "state-of-the-art" section.
    Since I don't know what a "reprimand in writing" means, I have written to the DFG to ask for clarification. 
  4. In other DFG news, a Leibnitz prize (2.5 million €) was awarded to a researcher after all. Just prior to the award ceremony in March 2017, plagiarism allegations arose. The DFG postponed the award in order to investigate. They are satisfied that there was no plagiarism, and thus have now given out the award. The allegations were not made public.
Update: Marco Finetti, the spokesman for the DFG, clarified for me: A reprimand "in writing" is indeed just a letter written to the scientist. But since it has been decided on by the Hauptausschuss, the main body of the DFG, all the scientists in that board and the representatives of the state governments (who finance the universities in Germany) heard the details of the case and decided on this as the weakest sanction. "It is a big blow to the reputation of a scientist", Finetti claimed.

Plagiarism in a CRISPR paper

A blog on stem cells, The Niche, has published an account of the publishing of an erratum on a CRISPR journal article. CRISPR is the technology used to copy slices out of DNA and paste them in other places, if I understand this terribly oversimplified description correctly. The author who was plagiarized kept exact notes on his extensive correspondence with the publisher (Springer). It's an interesting read, as it raises multiple issues.

Things leftover in tabs from 2016

Happy New Year!

I seem to have collected quite a number of interesting stories that are hanging around in my browser tabs. Let me just document some of them here.
  • Serays Maouche reports in December 2016 in Mediapart in France about a plagiarism case that involves a person who is professor at the École Centrale Paris and a director at the Atomic Energy Commission. It involves plagiarism in a number of texts, among them a biography of Einstein. The institutions involved have nothing to say on the matters. Ms. Maouche closes with the question "Comment sanctionner des étudiants pour plagiat, si on accepte cette fraude académique pour des directeurs et des académiciens ?" (How can we sanction students for plagiarim when this academic misconduct is accepted by the administrations and academics?)
  • It was reported be the Guardian in November that the results of one portion of the ACT exam, one used by US-American universities to determine admission for foreign students, has been invalidated for Asia-Pacific students. No details were available. 
  • In Spain, el diario reported on November 21 and  November 23 about a plagiarism case involving the rector of a Spanish university. The Google translate version is not very clear, so I don't want to try and summarize it here, just give the links. 
  • In October the Chinese Global Times wrote about a report in the "Southern Weekly" about Chinese scientists and medical practioners paying journals to publish ghostwritten articles so that they can obtain promotions. Springer has since retracted 64 publications and BioMed Central 43 for faking peer reviews. 
  • Radio Free Asia reported on September 21, 2016 that students in Laos had to retake college entrance exams after more than 100 students obtained a perfect score on the social sciences part of the exam. Students are angry, as they will again have to incur traveling expenses in order to retake the exam.
  • Donald McCabe, a prolific researcher from Rutgers Business School who focused on determining how prevalent academic misconduct is amongst pupils and students worldwide and on the use of academic honor codes to prevent misconduct, passed away at age 72 on Sept. 17, 2016. I was lucky to get to meet Don in 2012 when he gave a talk at our university and we drove together down to Bielefeld for a conference. He will be sorely missed.
  • The Moscow Times reported on September 8, 2016 that Russian education officials  "have reportedly developed draft legislation that would make it possible to revoke a person's academic doctorate only after a copyright ruling by a court has come into effect. " Although copyright and plagiarism or other forms of academic misconduct have little to do with each other, this is apparently in response to the documentation work of Dissernet, who have documented plagiarism in hundreds of dissertations, among them many submitted by politicians to Russian universities. 
  • There was a flurry of publications about paper mills and the problem of contract cheating, that is, students paying someone else to do their work for them. In the UK the Quality Assurance Agency for Higher Education published a report on contract cheating in August. The chief operations officer at an essay mill then wrote a defense of his industry for the Times Higher Education which sparked quite a debate. Tricia Bertram Gallant, also writing in the THE, called on universities to fight contract cheating by openly discussing the topic with students. October 19 was declared the "International Day of Action Against Contract Cheating" and a number of institutions worldwide participated. 
  • The Age reported in October about an inside job at the University of Melbourne in Australia where grades on a manually graded exam was changed after grading with a red pen by someone who had access to the exam papers. The university was unable to determine who was responsible for the change.
  • Joanna Williams reported in June in the Times Higer Education about a survey on research misconduct in the UK.
  • In July 2016 the USA issued a patent (US9389852) to Indian researchers on a method for determining "plagiarism" in program code from Design Patterns. That Design Patterns were explicitly meant to be copied appears to have escaped the Patent Office. 
  • The blog iPensatori analyzed how Google Scholar gets filled up with junk.
  • The Office of Research Integrity has put up some infographics on their site about research integrity. They also have a guide on avoiding self-plagiarism.
  • And while I am on the subject, the 5th World Conference on Research Integrity will be held from May 28-31, 2017, in Amsterdam (I am on the program committee). The conference proceedings from the previous conference is available here. There will also be the 3rd International Conference Plagiarism In Europe and Beyond from May 24-25 in Brno, Czech Republic.  And no, there are no direct flights Brno-Amsterdam.
  • On March 18, 2016 the German DFG announced sanctions against an unnamed researcher who will be barred from applying for financing for three years.

An Evening at the Academy

In the spring of 2013, the Berlin-Brandenburg Academy of Sciences and Humanities set up an interdisciplinary working group called "Zitat und Paraphrase" (Quotation and Paraphrase). There was a good bit of controversy at the time, as the group was set up at about the same time that the then German Minister of Education, Annette Schavan, was dealing with a documentation of plagiarism in her dissertation. She was one in a long line of prominent and non-prominent people who used doctorates that were granted partially on the basis of a published thesis that contained much text parallel with one or more other published works. Many academic managers published long and vituperative attacks against the University of Düsseldorf, who was examining the evidence in order to decide if a sanction was warranted. These managers often wrote without having actually examined the evidence themselves, but they had formed an iron-clad opinion and they were defending it with whatever means available. This working group seemed to be one more attempt to whitewash the problems Schavan was having.

It is now 2016, the University of Düsseldorf has since rescinded the thesis of Ms. Schavan, she lost the court case she filed against the university and is now the German ambassador to the Vatican, and the working group needed to bring their sessions to some sort of close. They had invited many speakers, among them me in 2014 (see my blog report on that session), and have now published a volume "Zitat, Paraphrase, Plagiat: Wissenschaft zwischen guter Praxis und Fehlverhalten" (C. Lahusen & C. Markschies (Ed.), 2015, Campus Verlag) with papers by both members of the working group and external guests.

I was also invited to submit a written version of my talk, but since I was in essence telling them what I published in the Handbook of Academic Integrity, I didn't want to repeat myself in print and didn't want to contribute to a common misconception: I don't think that software can do a good job of identifying plagiarism. It can find some text parallels, if the sources are known. But they fail, often miserably, to identify even some blatant plagiarism. The common misconception is that the work of VroniPlag Wiki or the documentation done on the dissertation of Ms. Schavan is somehow done by software. They most certainly were not! There are many small tools that can be used to uncover plagiarism, but the tools have to be used by someone who understands what they are doing. One can't just put a piece of wood on a workbench filled with chiseling tools and expect an intricate piece of art to result. Without the carpenter, as it were, nothing happens. Learning to find and document plagiarism is not hard, but you have to be willing to actually read a text, not throw it at a piece of software and wait for a meaningless number to result.

Anyway, as a final flourish, there was a panel discussion evening on January 28, 2016 at the Academy. There were around 90 persons in attendance, about evenly split between distinguished older persons (mostly gentlemen) and conservatively dressed younger women. Jürgen Kaube, a journalist with the FAZ, was assigned the task of moderating the evening. The guests were
  • Christoph Markschies, vice-president of the Academy and former president of the Humboldt-University in Berlin, Professor of Theology and the speaker of the working group;
  • Rainer Maria Kiesow, professor of law at the École des Hautes Études en Sciences Sociales, Paris, and a member of the working group; and
  • Susanne Schüssler, publisher of the Klaus Wagenbach Verlag.
One of the members of the working group summed it up quite nicely at the wine-and-pretzels afterwards: Some gentlemen do love the sound of their own voices, don't they?

Markschies opened the evening with an attempt to wittily skirt any problem zones. He made it clear that he has understood that the plagiarism cases documented are not just dissertations by celebrities and that current technical helpers are no panacea for the plagiarism problem. Of course the working group does not have a definition for correct quotation, that can be found in the Harvard style guide! And academic quality is more than just proper quotation. One does see that we have been lax in instructing about good scientific practice, and the application of sanctions is rather dysfunctional. He wondered aloud whether there should be some institution that focuses on such topics, and then handed the discussion over to the moderator.

Kaube wasted no time in slapping the main topic on the table: Wasn't the working group set up to help Schavan? Markschies beats around the bush, noting that the Academy can decide itself what topics it wishes to consider. It has the power to steep itself in any question it likes. Perhaps, he admits, they could have been a bit more transparent when setting up the group, that's all. Kiesow responds that one doesn't have to be a specialist in a particular field to see that quotation marks are missing. Judges can and do easily spot this. And then he launches into an apparent favorite topic, originality. This topic bubbled up on numerous occasions, although that was not the topic of the evening.

Kaube, apparently realizing that Schüssler had not been able to get a word in edgewise, asks for her opinion. She notes that her publishing house does not choose books to publish based on how nicely footnoted they are, on the contrary: They want something readable, at least for a smallish target group. She begins to speak of a case that her publishing house had to deal with (I reported in August 2014 briefly on the case). Here was a lovely book that was marred by too many too close "paraphrases" from the Wikipedia. Although her lawyers correctly stated that she had nothing to fear (as the copyright is distributed amongst all the shoulders of the people who edited the various articles), she still withdrew the book, as it offended her personal publishing pride. She noted dryly that the book is now published in French, so the closeness of the text to the German Wikipedia is much harder to see.

Kaube returned to the originality topic and asked what the problem is when someone just forgets to use quotation marks? He used a rather silly illustration, asking if Einstein's work was worth less would he have plagiarized a line or two here or there. [Note dww: Einstein has actually also been accused of plagiarism, and the published plagiarism documentations at VroniPlag Wiki are not about a line or two, but more like multiple complete pages taken without reference from, among other sources, the Wikipedia. (For example, Go)]

Kiesow avoided the question, turning instead to the issue of many modern dissertations not being read. Markschies jumped in with a meandering historical exposition that appeared to end with Martin Luther's dissertation being a plagiarism (or did he mean Martin Luther King?). There's a bit of back and forth about the topic of reputation, and then Kaube interrupted again. Has anyone ever quoted Schavan's thesis? He followed the question with a jab at the Medical School of Hanover, asking if they are still investigating plagiarism in the medical thesis of the current Minister of Defense Ursula von der Leyen. He joked that there are only 38 pages in the thesis. [Note dww: Actually, there are 62 pages and I informed the MHH only in September 2015. The University of Bayreuth did manage to examine and rescind the thesis of then Minister of Defense Karl-Theodor zu Guttenberg in only about a week, but that was under extremely intense pressure and during the semester break. As my colleague Gerhard Dannemann and I have shown in a publication in April 2015, most investigations take quite a long time.]

The discussion again veered off into a quality vs. quantity discussion, including the aspects of different cultures in different fields, different genres, and bibliometrics. Every now and then a comment about "those Internet-platforms" bubbled up, or about how dissertations are evaluated, but Kaube had thrown all pretext of moderating to the wind and was in the thick of the discussion. He did report on one of the non-celebrity cases in Münster: It had to do with ape eyes, and turned out to be a plagiarism of a plagiarism (Gt). I spoke to him afterwards to note that that source, too, was a plagiarism, and that the University of Münster has actually sanctioned the advisor of this plagiarism chain.

Markschies and Kiesow attempted various calculations at how long would be necessary to check all past dissertations or when we can expect to have better technical support. Markschies did make the point that educating people about good academic practice is probably useful.

The audience was now permitted to ask questions, and they focus squarely on questions of plagiarism and paraphrase. Various suggestions are made, and it is noted that it really does not matter who discovers or documents a plagiarism, if it is a plagiarism it must be dealt with. The last contribution from the audience stated that VroniPlag Wiki has investigated the thesis of the current Education Minister Johanna Wanka (to my knowledge, no one has looked that closely at it) and of course could not find plagiarism as it is on mathematics and one cannot plagiarize in mathematics and natural sciences. I spoke to the gentleman afterwards and told him that there are some fine specimens of mathematical, chemical, and engineering dissertations that contain plagiarism that are documented at VroniPlag Wiki.

The smoking gun tends to be when errors are faithfully transcribed, or the attempt to rename or renumber something goes awry.

I had some interesting conversations afterwards, but then hurried home as I was hungry. Neither the pretzels satisfied my hunger, nor the discussions my curiosity as to how much effort was put into this working group with what tangible outcome, other than a book that in essence does not add anything original to the discussion of plagiarism now ongoing since five years in Germany, thanks to Karl-Theodor zu Guttenberg.

Academic corruption

I attended the 7th Prague Forum - “Towards a Pan-European Platform on Ethics, Transparency and Integrity in Education” sponsored by the Council of Europe on October 1-2, 2015.  I was invited to speak about “Plagiarism in Medical Dissertations in Germany” to the working group on plagiarism.

The Council of Europe (not to be confused with the European Union) is a human rights organization that has 47 members and 3 affiliated members. In the 2013 session in Helsinki they called for a Pan-European platform to be established "to study the possibility of developing a framework instrument on the ethical principles of good conduct and professionalism for teachers. Such an instrument would as a consequence also higher the status of the teaching profession."

The initiative was launched at the Prague meeting. The meeting began, after the usual ceremonies that included the Minister of Education, Youth, and Sports of the Czech Republic, with a plenary session. Christian Manquet first presented the work of the Group of States against Corruption (GRECO). Then Ian Smith and Tom Hamilton from Scotland presented their work done to the present on ethics, transparency and integrity in education.


I was surprised by the use of the term "academic corruption" that seems to be the umbrella term for referring to a vast number of improper behaviors in the academic world. It encompasses not only plagiarism, ghostwriting, and falsifying data, but it also includes diploma mills, taking bribes or requests for sexual favors in an academic environment, and many other issues. By the end of the conference I was convinced that this is, indeed, the proper term, especially as plagiarism is often not just something one person does, but many factors from the environment enable the behavior and prevent detection and appropriate sanctions.

The second session was focused squarely on academic corruption and included Haldis Holst, from the Global Federation of Teacher's Unions, Education International; Boris Divjak from the anti-corruption resource center U4; Muriel Poisson from the UNESCO International Institute for Educational Planning; and the head of Transparency International in Russia, Elena Panfilova. The latter gave a powerful speech with much insight. For example, she noted that Europe is facing massive migration of people from parts of the world where people expect to have to bribe officials in order to get their children into a good school.  We have to explain to them that this is not how our society works [Or does it? There are reports in Berlin of security guards at the asylum application office taking bribes for good places in line...]. Panfilova noted wryly that there is much plagiarism in the theses of Russian officials, suggesting that one check the Russian Dissernet pages before shaking the hand of one and calling him or her "Dr."

Other issues touched on:
  • One needs to differentiate not just public from private education, but particularly for-profit from non-profit entities.
  • Financial transparency is vital for discovering ghost teachers on payrolls who get paid without teaching, ghost schools that do not exist, and ghost students or inflated student numbers given in existing schools in order to obtain additional funding.
  • The first step is to publicly acknowledge that there is corruption as well as violence against women in education.
On this last point I joked at dinner that this rather reminds me of the one of the 12 steps in Alcoholics Anonymous, the governments must start admitting that they have a problem and are currently powerless to control what is going wrong, so they must come together and talk about how to make amends for the past and resolve to do better in the future. The more I think about it, though, the more appropriate it seems. In many countries, academic corruption is the pink elephant in the room that no one is speaking about

As a short-list of actions it was suggested that:
  • the new online platform ETINED - Pan-European Platform on Ethics, Transparency and Integrity in Education organize information;
  • example teacher codes-of-ethics be developed;
  • educational courses be organized;
  • working complaint channels be established;
  • "critical friends" who are able to explain that you have a problem or can ask difficult questions without getting an angry and defensive response be cultivated; and
  • the corrupt politicians be brought to justice.
Okay, that's a mighty tall order.

In the afternoon working group on plagiarism Irene Glendinning presented the results of her investigations into plagiarism policies across the EU member states, IPPHEAE. As was perhaps to be expected, there is a very wide difference of opinion on what plagiarism is, what should be done about it, and what is actually being done about it. There is an individual report for each of the EU countries investigated, as well as a summary report. She also presented her adapted Academic Integrity Maturity Model that is a tool for comparing institutions or countries, showing how mature their procedures are for dealing with academic misconduct.

I spoke about medical dissertations in Germany and the plagiarism that VroniPlag Wiki has documented in over 80 cases, giving a few brazen examples. I spoke of the patterns of plagiarism discovered that can lead to uncovering academic corruption, for example chains of plagiarism found in theses by the same advisor. In one example, at the University of Münster in Germany, there is a plagiarism of a plagiarism of a plagiarism of a thesis that could possibly also be plagiarized, except that no one felt like continuing the documentation. Just the day before my talk, the university announced that it is suggesting to the disciplinary board that the professor in question have all of the perks he has been awarded discontinued and that he be reduced to minimum pay scale. That's about as far as a university can go in Germany, and to date this is only a suggestion, the final decision has not yet been reached.

Other patterns include intra-institutional plagiarism in which a thesis is spliced together from doctoral work done at other institutions, and extra-institutional plagiarism that relies on the Wikipedia (yes, really) or textbooks or fun stuff found on the web. The first commentator summed it up rather nicely: Horrifying! It became clear that software and seminars for PhDs will not solve this problem. The theses documented are not just isolated singularities, but the result of underlying, systemic problems. Thus, radical solutions will be necessary. But first the medical community in Germany has to admit that they have a problem.

There was a great discussion round after the presentations, we could have continued for at least another hour or so. The rapporteur for the group summarized the generally agreed-on points: we need to start early; involve students; set general standards; encourage professional development, but not cast rules; change funding rules from counting things to general funding for all researchers; promote the understanding that we are dealing with a public research record and not personal data; learn to respect others; understand that plagiarism is only part of the problem; encourage nations to set guidelines for quality assurance, for example as part of accreditation procedures; and strive for a holistic approach to the problem.

The second day started off with a round table that first presented the results of the working groups. The working group on professional standards was concerned with how to change the mindsets of all stakeholders in the process. Promoting professionalism instead of focusing on misconduct would be ideal, but when one is dealing with a country that has slipped badly down the slope of tolerating academic misconduct, some nasty sanctions may need to be levied.

The working group on recognition of qualifications looked both at the automatic co-recognition of degrees in the Benelux countries and the problems Sweden has been having with identifying diploma mills. There are issues both with faked diplomas, which are real ones with forged names on them, and fake diplomas, which are issued by a non-accredited body. They find it frustrating that students spend more time evaluating items they want to purchase than the schools they will attend.

The conference closed with a talk given by Bertrand de Speville. He is the former solicitor general of Hong Kong, who cleaned up the corruption in the Hong Kong police force. He had some wise words for those dealing with corruption:
  • Fight tough, but fight fair and for as long as it takes
  • Prepare for pain
  • Have the will to win
  • Cast values into law
  • Have a fight plan that includes educating people, enlisting support, enforcement of the rules and prevention means
  • Put the plan in action by involving a community
  • Collect the resources you need
  • Stick with it
Fighting corruption means first encouraging people to trust you and to come forward with stories of corruption. Ultimately, you want to change the community's attitude to the corruption charges. There are no quick fixes, however. He closed by noting that just because you are in a corrupt system, it is never a justification to be corrupt yourself.

It was quite educational listening to the discussions between these highly educated and professional people who are dead serious about getting a handle on academic corruption. I do hope that they are able to get things moving in at least some of the member states.

End of Semester Roundup

Here are some links about plagiarism and academic misconduct from around the world that have been languishing in my inbox:
  • A professor for African-American History at the Arizona State University in the US has been demoted from full professor to associate professor, according to the Phoenix New Times, after a second plagiarism scandal about his writing erupted. A  blog contains many more details about the plagiarism allegations. Retractionwatch also has an article about this case. The professor is said to have used, among others, sources many students find useful: Wikipedia.
  • Writing in a blog at the Daily Pakistan Asif A. Malik points out a wonderful piece by physics professor Pervez Hoodbhoy from the Express Tribune from January 4, 2013. Hoodbhoy starts off with a thought experiment: "Imagine the following experiment aimed at improving Karachi’s police force: suppose that policemen are offered cash prizes for every criminal they kill in a police muqabala, given public recognition and told that promotions to higher posts hinge on their kill count." He spins the story out that, of course, the police would start shooting at anyone, just to increase their pay. That is, in essence, what is happening in academia, except that instead of a "kill count" there are the magic indicators "number of publications" and "citation index". Since 2002-2003 both the pay and promotion for professors in Pakistan depend on the number of papers published and the number of PhD and MSc students graduated. Surprise! These all increased!
    In 2012 Hoodbhoy wrote about the problem of telling the good from the bad, in the Express Tribune column in 2013 he noted that the apparent increase in quality proudly proclaimed by the Higher Education Council (HEC) "was only possible because many university teachers engaged in wholesale plagiarism, faked data and produced research that no one seems to have any use for. As academic ethics went into free fall, university administrators and the HEC turned a blind eye. The new policy — which required learning how to play the numbers game — had the effect of turning many professors into crooks and thieves."
  • The Times of India writes that a professor from the Postgraduate Institute of Medical Education & Research in Chandigarh has been found to have plagiarized from two US American sources. Rakesh Sehgal retracted a paper from the journal Tropical Parasitology, published by Wolters Kluwer Medknow. The retraction notice states only that the paper has been retracted, not why. In a previous article, the Times of India noted that according to Indian law, a jail sentence between 6 months and 3 years can be levied, and public servants can lose their jobs if found to have plagiarized. 
  • Richard de Boer published an atricle in the Dutch newspaper de Volkskrant on July 4, 2015 called "Welkom in de wereld van nepwetenschap" (welcome to the world of junk science), but the article is unfortunately behind a paywall and in Dutch. I was able to obtain it and use Google translate. The article deals with mock conferences like WASET and junk journals like those published with the OMICS group, which was removed from the PubMed list in 2013. There are a number of interviews with people attending the conferences, positive and negative, and also with a former colleague of the WASET organizer. The article discusses both Jeffery Beall's publisher black list and the Directory of Open Access Journals white list, noting problems with each. What a shame such an in-depth article is unavailable to a wider audience.
  • Hatoon Kadi writes in her blog at Arab News the Memoirs of a Saudi Ph.D. student: The menace of plagiarism. She mis-believes, as many do, that "[t]here are certain programs that take a few seconds in determining the originality of any research material." No, software can only detect potential text overlap, it cannot determine plagiarism or originality, because all systems suffer from false positives (quotation not seen) and false negatives (source not stored in the database). She discusses the question of hiring a ghostwriter with friends and found to her dismay that many had no qualms about using work from others. She calls for strict laws to punish plagiarists. I don't think punishment works -- we need to educate people as to why referencing and quotation is important.
Now, back to grading exams.

French journalism school executive suspended during plagiarism investigation

The Guardian reports that Agnès Chauveau, an executive from a journalism school in Paris, has been suspended for plagiarizing in columns that she published for the French-language web site Le Huffington Post.

The columns in question have been updated with a notice that the references have now been fixed:

The Institute of Political Sciences has launched an inquiry and suspended her during the inquiry.

Chauveau is said to have lifted material from various online and printed publications for her weekly radio show, then re-used the texts for her online column. Chauveau is quoted as having said that she had “forgotten to cite certain papers, but never on purpose”, and insisted: “I’ve rectified this each time there’s been a problem.” According to the Guardian, she is quoted as not having had the time "to cite all of her sources on the radio.”

In French media, there are articles in Liberation (with the quotations in French: «J’oublie de citer certains papiers mais ce n’est jamais volontaire et je rectifierai chaque fois que ça pose problème.» Elle a aussi expliqué qu’elle n’avait «pas le temps de citer à l’antenne toutes [ses] sources».) and Le Monde

intihal - Plagiarism in Turkey

I was recently invited to speak at a symposium organized by the Inter-Universities Ethics Platform and held at the Eurasian Institute of the University of Istanbul on October 17, 2014. They kindly organized two interpreters who took turns interpreting the talks given in Turkish for me, and my talk into Turkish for those who had need of it. Apparently, even in academic circles English is not a common language. I will describe the talks as far as I was able to understand them here. The conference was focused on intihal, the Turkish word for plagiarism.

The deputy rector of the Istanbul University welcomed the 60-70 people present (more would come and go during the course of the day), noting that he himself is the editor of an international journal that tests articles submitted for plagiarism. They reject half of the articles submitted for this reason.

The first speaker was Hasan Yazıcı, a retired professor of rheumatology who sued the Turkish government in the European Court of Human Rights and won. He first described his case, which was recently decided (April 2014) and is available online. Since he was speaking to a room of people who had followed the case more or less closely, he did not go into details, but they are given in the judgement:
In 1997 Yazıcı had informed the Turkish Academy of Sciences that a book by a Turkish professor (I.D.) and the founder and former president of the Higher Education Council of Turkey (YÖK) entitled Mother's Book was basically a plagiarism of the popular US book on rearing children by Dr. Spock, Baby and Childcare. In 2000 Yazıcı  published an article about the plagiarism in the Turkish Journal of Physical Medicine and Rehabilitation and a shortened version in a Turkish daily newspaper.

In the article Yazıcı praised YÖK for establishing a committee to examine the scientific ethics of candidates for associate professorships, and proposed that YÖK start the conversation about plagiarism by asking their founder to apologize for the plagiarism in his book. In response, I.D. filed charges against Yazıcı, stating that this publication violated his personality rights. In the following six years the case wound its way back and forth through the court system, with expert witnesses who were close colleagues of I.D. stating that they found no plagiarism in the book, but that the passages in question were "anonymous" information regarding child health and care and that this was a handbook without bibliography or sources, not a scientific work. Yazıcı was found guilty of defamation because his allegations were thus untrue and fined. Yazıcı challenged the selection of experts, and the Court of Cassation kept referring the case back to the lower courts. Again and again close friends were appointed experts, found no plagiarism, and thus Yazıcı was found to be guilty.
Yazıcı finally gave up on the Turkish courts, paid the fine, but took took his case to the European Court of Human Rights, stating that his right to freedom of expression—here stating that he found the book to be a plagiarism—had been interfered with and that the Turkish courts had not properly dealt with the case. He noted that due to the plagiarism, there was outdated information on baby sleeping positions in the book that had been updated by Dr. Spock in his 1998 edition, but was not changed by I.D. The European court found in its judgement that it is indeed necessary in a democratic society for persons to be able to state value judgements, which are impossible to prove either true or false. However, there must exist a sufficient factual basis, so the court (p. 13), to support the value judgement. In this case, the court found sufficient factual basis for the allegations, and ordered the fine paid by Yazıcı to be refunded and his costs for the court cases to be reimbursed.
Yazıcı made the point in his speech that the extent of plagiarism in a country correlates strongly with a lack of freedom of speech. He sees Turkey in the same league as China on this aspect. He noted that everyone knows about plagiarism, but no one speaks about it.
In order to decrease plagiarism we have to speak about plagiarism. He stated in later discussions that it is imperative that Turkish judges understand what plagiarism is, most particularly because there is a law in Turkey now declaring that plagiarism is a crime punishable by prison, but it is still not clear what exactly constitute plagiarism.

The second talk on "Plagiarism and Philosophy of Law" was given by Sevtap Metin. She described the Turkish legal situation, in particular the law of intellectual property. She noted that there are many sanctions for plagiarism, for example academics can be cut off from their university jobs or from funding. She also described the process for application for a professorship and noted that the committees are currently not doing their job in vetting the publications provided by the applicants. The reason for this is that if they note a suspicion of plagiarism that they cannot prove, they can be sued for defamation of character by the applicant. This discourages people from looking closely at publication lists. However, with Yazıcı recently winning his case in the EU, it must now be possible to speak freely about plagiarism. Citing Kant's categorical imperative, she feels that we must not plagiarize unless we want everyone to plagiarize. And if we tell our children not to lie, but lie ourselves, they will follow our actions and not our words.

The third talk was by Mustafa Kıcalıoğlu, a former judge now retired from the Court of Cassation, on "Plagiarism in Turkish Law." He spoke about the problems that occur in plagiarism cases in which personality rights have to be weighed against intellectual property rights. He noted that Ernst Eduard Hirsch, a German legal expert who taught at the University of Ankara, was instrumental in drafting the Turkish Copyright Act. Kıcalıoğlu went into some detail on copyright and intellectual property, I noted in the discussion that plagiarism and violation of copyright are not the same things: there is plagiarism that does not violate copyright law and violations of copyright law that are not plagiarisms. Kıcalıoğlu also discussed another long, drawn out plagiarism case of a business management professor who plagiarized on 65 out of 500 pages in a book. He was demoted from the faculty after YÖK found that he had plagiarized, and he sued YÖK, but lost. This person is now a high government official. The discussion on this talk was quite long and emotional, as many people in the audience wanted to relate a story or call for all academic institutions to take action against plagiarism.

After a lunch and tea break I photographed this fine stature of a dervish before we got into the technical part of the symposium. Altan Gürsel of TechKnowledge, the Turkey and Middle East representatives of iParadigms (the company that markets Turnitin and iThenticate), spoke about that software. He first gave the definition of intihal from the Turkish Wikipedia, showed a few cases of cheating that made the news, and then launched into the standard Turnitin talk. He did note, however, that the reports have to be interpreted by and expert and cannot determine plagiarism, so it appears that my constant repeating of this has at least been understood by the software companies themselves, if not all of the users of such systems. He reported on some new features of Turnitin, for example that now also Excel sheets can be checked, and Google Drive and Dropbox can be used for submitting work. In answering a question, he noted that YÖK now scans all dissertations handed in to Turkish universities with iThenticate, but not those from the past. They are planning on including open access dissertations in the future in their database.

I gave my standard talk on the "Chances and Limits of Plagiarism Software", noting that software cannot determine plagiarism, it can only indicate possible plagiarism, and that there are many false positives and false negatives. During questions a number of people were perplexed that there were so many plagiarisms documented in doctoral dissertations in Germany, since dissertations need to be original research and Germany has a reputation as having a solid academic tradition. They had only heard about the politicians being forced to resign, and wanted to know what was different in Germany that a politician would actually resign on the basis of plagiarism found in his dissertation. They wanted to know if judges in Germany understand plagiarism. I noted that indeed, they understand plagiarism much better than many universities and persons suing their universities because their doctoral degree have been rescinded. The judgements of the VG Cologne and the VG Düsseldorf are very clear and very exact in their application of law to plagiarism cases, as are the judgements in many other cases.



After a tea break Tayfun Akgül, a professor of Electrical Engineering at the Technical University of Istanbul and the Ethics and Member Conduct Committee of the IEEE spoke on "Plagiarism in Science." Akgül is also a professional cartoonist, with a lively presentation peppered with cartoons that kept the audience laughing and caused the interpreters to apologize for not being able to translate them. He outlined the IEEE organizations and policies for dealing with scientific misconduct on the part of its members. He spoke at length about the case of Turkish physicists having to retract almost 70 papers from the preprint server arXiv. Nature reported on the case in 2007, the authors complained thereafter that they were just borrowing better English.


Özgür Kasapçopur, the speaker of the ethics committee of the Istanbul University gave the facts and figures of the committee itself and the cases that it has looked at since it was set up in 2010. They have had 29 cases submitted to the committee, but only determined plagiarism in 3 cases.



Nuran Yıldırım spoke about YÖK and plagiarism. She is a former prefect who was on the ethical boards of both the University of Istanbul and YÖK. The Higher Education Council was established in 1981. From 1998 plagiarism was added to the cases that are investigated there, as plagiarism is considered a crime that can incur a sanction. However, there was only a 2 year statute of limitations in place. This has been since removed, and all applications for assistant professor need to be investigated by YÖK. If they find plagiarism, they have a process to follow and if plagiarism is the final decision, the person applying for a professorship is removed from the university. However, this harsh sentence has now been changed to "more reasonable punishments", whatever that is. She noted that at small universities it is hard to have only a local hearing, as often the members of the committee to investigate a case are relatives of the accused. She had some fascinating stories, especially from the military universities, including one about a General Prof. Dr. found to have plagiarized. She also noted that people do accuse their rivals of plagiarism just to try and get them out of the way. Her final story was about someone who published a dissertation, and eventually found that all of his tables and data were being used in a paper by someone else. He informed YÖK, and the second researcher defended himself by saying that he had used the same laboratory, the lab must have confused the results and given him the results from the other person instead. YÖK then requested the lab notebooks from both parties, only the author of the dissertation could produce them. Since the journal paper author couldn't find his, he was found guilty of plagiarism.

In the final round, İlhan İlkılıç, a professor of medical ethics at the University of Istanbul, on leave from the University of Mainz and a member of the German national ethics committee, presented a to-do list that included setting out better definitions of plagiarism and academic misconduct and finding ways of objectively looking at plagiarism without personal hostilities or ideologies getting in the way. Discussion about plagiarism is essential, even if it won't prevent plagiarism or scientific misconduct from happening.

Sadat Murat, chairman of the Turkish national ethics committee, spoke about their work which is to investigate complaints about state servants. However, exempt from this are low-level state servants, as well as the top-ranking politicians. They only report on violations, however, they cannot sanction. They also try to disseminate ethical culture in Turkey by providing ethics training.

I especially want to thank the interpreters for their work—any errors here are mine for not paying exact attention, they did a great job permitting me to understand a small portion of what is happening in the area of intihal in Turkey.

Wikipedia by any other name

Back in May I reported on the the uproar surrounding the assertion that a book published by C. H. Beck in Germany, Grosse Seeschlachten -- Wendepunkte der Weltgeschichte von Salamis bis Skagerrak, contained plagiarism from the Wikipedia. The publisher withdrew the book, although "only" 5% of the book was affected, they stated. Well, there is actually quite a bit, and although the Wikipedia texts have been patchwritten (words inserted or deleted, words swapped with synonyms, phrases reordered) so they are not completely identical, it is clear that the text closely follows the Wikipedia.  Some of the fragments have been documented by a VroniPlag Wiki researcher, however they have not yet been double-checked [volunteers are welcome!]:
A representative of the publisher has agreed to participate in a discussion about the use of the Wikipedia by researchers on October 3, 2014 at the WikiCon in Cologne.

The next German publication with heavy borrowing from the Wikipedia was published by Springer Vieweg, Geschichte der Rechenautomaten, the history of computing in three volumes by a retired German computer science professor. Anyone who has given a lecture on the history of computing recognizes that many of the pictures are taken from the Wikipedia and other Internet pages, and many are not in the public domain. But it turns out that a good bit of the text is also from the Wikipedia.

I don't normally link to the FAZ, but they published an excellent article on the problem by Eleonor Benítez. She quotes the author as stating that these volumes are not scientific writing, but reference books. He defines a reference book as 80% data, while scientific writing contains didactical editing and thus contains more intellectual property. Data, he continues, are facts and not copyrightable. And anyway, there are only so many ways to state something in German.

Again, a VroniPlag Wiki researcher has documented just a few pages that have not yet been double-checked, but there are some very long passages that are identical:

Springer has withdrawn the books from their home page, but the books are still easily obtainable through other booksellers. I asked the executive editor if they were going to put out a press release about the issue, he said no. It seems it is hoped that this will quietly die down.

And now a third German book using Wikipedia without attribution has been identified. The Wagenbach Verlag recently published Aldo Manuzio. Vom Drucken und Verbreiten schöner Bücher, a scathing review in artmagazine pointing out the copying was published in July 2014.

A few questions arise:
  • Why do academic authors use the Wikipedia in their work without respecting the CC-BY-SA license? Okay, they probably find it embarrassing to have Wikipedia references all over the place. But isn't it worse to be found out after the book is in print?
  • Why don't the publishers have editors read the books critically before they are published? The prices are high enough, and that is supposed to be the justification for the price, that the publishers are somehow adding value to the process by ensuring a high-quality product. If the publishers are trying to save money by cutting out the editors, then perhaps we don't need publishers any more. 
  • Do the universities where the book authors work get rewarded financially by their ministries of education for these "publications"? Some are still listed on the publication lists of the authors, even though they have been withdrawn.  This is also often the case for retracted papers, they remain on the lists of publications for which one assumes the university and perhaps the researcher obtained a reward, even after retraction. 
  • I've asked the German Wikimedia e.V. if they cannot sue in the name of the collective authors for the Wikipedia articles. However, only the authors themselves would be able to sue over copyright misuse. I still think, though, that since the license is not being respected by the publishers (especially if pictures are being used), that a suit or two should be in order.
  • Above all: if researchers are publishing Wikipedia material under their own names, how can I explain to my students that it is not acceptable for them to do the same?

Swedish scholar to be disciplined for plagiarism

Retraction Watch noted in March 2014 that a 2012 paper by a Swedish scholar from Linnaeus University in Växjö had been retracted for plagiarism. A recent commentator on the article noted that the university actually investigated the case and determined that he was guilty of plagiarism. They put out a press release stating that plagiarism is a serious matter and that the scholar has been suspended from the university, pending a decision on the part of the personnel department about the extent of sanctions to be meted out.

The right-wing online press in Sweden, which is gaining much momentum in the current election year, posted the name of the researcher in question, making sure to comment that he was a "leftist" researcher investigating problems of racism, as if that somehow had something to do with the cases (I'm not linking to the publication in question).

It is quite disconcerting to have an academic discussion about good scientific conduct and plagiarism dragged into a political fight. This has also happened in Germany, where the media only seem to report on cases of plagiarism if they involve politicians. Many universities in Germany and Austria drag their feet when investigating allegations of plagiarism, and answer, as one did today, stating that on the grounds of official secrecy and data privacy no information about administrative processes will be published. It is important that we speak about academic plagiarism cases in the open, but we must be focused on the plagiarism itself and not on other details about the person in question.

6IIPC - Conference

I previously reported about the pre-conference of the Sixth International Integrity and Plagairism Conference in Newcastle upon Tyne, I will now discuss some of the talks that I was able to attend.
There were four keynotes at the conference:
  • Toni Sant from Wikimedia UK spoke about student online research, aka using the Wikipedia. I was astounded at how many educators in the room were not very familiar with various aspects of how the Wikipedia is researched and written. Toni suggested that teachers have their students write articles for the Wikipedia – I strongly objected to that in the discussion, as the subsequent deletion of articles that are not encyclopaedic will frustrate the students.
  • Tricia Bertram Gallant, the academic integrity officer at UCSD, gave a fanstastic talk about integrity for the "Real World." She pointed out that people cheat, period. We have to quit pretending that we are only interested in academic integrity, that is, integrity that is only valid in school. Instead, we need to reframe our thinking and focus on building integrity for the real world and not just for school. Our students cheat and plagiarize because they are human, we need to help them obtain skills in acting in an ethical manner in any situation, not just academic ones.
  • Samantha Grant presented parts of her documentary about Jason Blair, a New York Times Journalist fired for plagiarism, called A Fragile Trust.  She and Teddi Fishman from the International Center for Academic Integrity then discussed questions that arose from the film. Samantha is now producing a game for journalists called Decisions on Deadline that presents ethical dilemmas for students to solve. The Society of Professional Journalists even has a hotline that journalists can call when they need to speak to someone anonymously.
  • Dan Ariely gave us the honest truth about dishonesty via video conference: We lie. We don't steal if given the opportunity, but if we think we can get away with something, we lie through the teeth, according to the many studies he has conductd. He suggests that we as educators need to teach our students about temptation and how to deal with it. 
In between the keynotes there were nine paper sessions of five papers or workshops each. Unfortunately, the program had some glitches, such as both papers about finding plagiarism in Arabic being scheduled in parallel with each other or three workshops in the area of embedding institutional policy and practice offered at the same time.
One talk was especially amusing: Rui Silva-Sousa from Portugal spoke about whistleblowers on plagiarism and the moral grey area. That is, he was speaking about GuttenPlag Wiki or VroniPlag Wiki, among others. He notes that there is currently a moral panic with respect to plagiarism. The general population perceives an increase of plagiarism among politicians on the basis of media coverage. This legitimizes the culture of control and people will now more than ever report wrongdoing, especially for egoistic reasons, on the part of people who are now in the public eye. He tried to explain the motivation of the researchers documenting plagiarism, and decided they are somewhere between weird mobbers and serious scientists. They must be acting on ethical egoism and through their making the cases public, can cause excessively harsh results in the life of the person who plagiarized. He felt that knowing the names of the whistleblowers would make it easier to judge the morality of their work. 
I noted in the discussion that he was completely ignoring the person whose work was plagiarized, and that a thesis was plagiarized irregardless of who speaks up about this fact. During a discussion over lunch we cleared up some misconceptions, the usual ones such as VroniPlag Wiki not only documenting politicians, and such. He admitted to not having looked at the sites that closely. I do wish that people would observe carefully before coming up with wild theories.
Mike Reddy, who teaches Games Development at the University of South Wales, gave a session on putting the "play" into plagiarism. We were to develop a game concerning some aspect of academic integrity within the hour. Our group didn't do too bad, we came up with a game we called "Freeloader", similar to Spoof, for 5–6 players (the size of a typical student project group).  Each person has three coins and behind their backs chooses how many coins to hide in their fist and put out into the middle, representing their contribution to the project. Each person starts out with three peanuts/candies/whatever. Each person guesses how many coins in total are now in the middle, no two guesses can be the same. All fists are opened and the coins counted – if you guess right, you get a candy from everyone else in the group. If you run out of candies, you get a dog's chance (one last round). If there are only two people left, the amount of candies you have to surrender upon being wrong is increased by one each round, so that there a winner is found quickly who will get the top grade (i.e. a stash of candies).
Phil Newton from the university of Swansea gave a workshop about paper mills and custom-writing companies. He showed live demonstrations of things that are available for sale. In a nutshell: If we are asking for it (such as research diaries or multiple revisions), there is someone out there willing to sell it, and the less time there is left to complete it, the more expensive it is. We got into groups and tried to come up with ideas that focus more on the learning and less in producing items that can be easily ghosted. The ideas ranged from only giving examinations, using peers to police, flipped classrooms, thinking positively, using progression portfolios, decreasing the price of doing the right thing, and increasing the fear factor: if we catch you, it will hurt. In all, we didn't come up with THE solution, but it was good to commiserate with others about the problem.

It was great to meet old friends and meet new people interested in plagiarism, although it was sad to have to miss so many sessions. The conference was co-sponsered by Turnitin and ICAI, so of course many of the talks dealt with Turnitin. It was rather shocking to see how many newish users were so sure that the so-called "similarity index" that Turnitin reports is the true value of "plagiarism" in a paper. Some schools even define Turnitin similarity index levels for determining the sanction to be meted out. However, people with more experience using the system often temper their words, they understand that the number does not mean anything, really, and that the software is just a tool. Even Turnitin has started to speak of itself as a text-matching software in some instances. I suggested to one of the Turnitin top brass that they ditch the number and focus on what their system does best: find matching text strings (and not plagiarism!). Turnitin has just recently been acquired by a venture capital company, so they have some money to invest in making the product better. I hope that the focus will be on the usability and the reports and not on suggesting that they find more plagiarism. The decision as to whether something is to be considered plagiarism or not must rest firmly with the instructor and the institution, not with a software package.
